Bio

Ms. Nabatanzi Miriam has over thirteen years of experience in regulatory compliance, enforcement of legislation, commercial legal practice, registration of vital civil events and secured transactions. Prior to joining Uganda Registration Services Bureau in 2012, she was a State Attorney at the Ministry of Justice and Constitutional Affairs. Ms. Nabatanzi is Advocate of the High Court of Uganda and all Courts subordinate. She is a member of the Uganda Law Society (ULS), the Intellectual Property Cluster of the ULS, Banking and Finance Cluster of the ULS, In-House Lawyers Committee of the ULS, and the East African Law Society. She was part of the team that reformed Uganda’s movable collateral law and established the Security Interest in Movable Property Registry System, an online registration tool which helps to derisk movable asset-based financing, for all categories lenders. She was part of the legal team of the National Security Information System Project that successfully registered and issued national identity cards to more 16 million Ugandans, before becoming the National Identification and Registration Authority. Her role was specifically tailored to formulation of legislation, review of contracts and mass sensitizations, which informed and influenced the citizens to register. She was also part of the team that designed and developed the Mobile Vital Records Systems, a web-based software application that was used in 135 Government and missionary hospitals and 58 of the then 112 districts of Uganda, to record births and deaths at community level, and rapidly transmit the data to URSB. She has authored research papers, and given presentations at several fora. Ms. Nabatanzi holds a Masters and a second class upper Honors Degree in Law, a Post Graduate Diploma in Legal Practice and several certificates in trainings from accredited national and international institutions.
