Julius Torach

Bio

Julius Torach is the Commissioner for Information Technology at the Ministry of ICT and National Guidance in Uganda, spearheading Government efforts in eGovernment, eCommerce and other electronic transactions. He is the Chairman of the Expert National Task Force on the Fourth Industrial Revolution, and a Member of the World Economic Forum Global Future Council on Agile Governance. In the Africa region, he is the Vice Chairperson of the AI Working Group at the African Union. He was also a Member of AI Strategy Blueprint Working Group for Smart Africa. He previously worked as the Director for eGovernment Services at the National Information Technology Authority – Uganda, where he is now a Board Member. Julius holds a Masters Degree in Computer Science, a Masters degree in Business Administration with Specialism in Strategic Planning, a Graduate Diploma in ICT Leadership and the Knowledge Society, Diploma in Law, etc. He is a Microsoft Certified Systems Engineer, is certified in Microsoft Azure Fundamentals, IT Service Management (ITIL), A+ Computer Technician, etc.
