Bio
Francis is a multidisciplinary professional with specialism in finance & accounting, is an educator and an enterprise development enthusiast. He is the Ag. Executive Director, PSFU a role he took on in July 2021. Prior to this he served as Deputy Executive Director, PSFU since March 2019. In this role, Mr. Kisirinya generated the Lead Firm Structure Approach an innovative enterprise development model and initiated its implementation. He is also skilled in identifying and articulating policy options to improve the business environment. He also has skills in the entire spectrum of corporate services encompassing functions such as financial management, accounting, human resources management, strategic planning and administration having served as Director Corporate Services at PSFU for seven years. He also served as the Technical Advisor-Commercial to the Ministry of Education and Sports’ Higher Education and Science Project responsible for advising 8 public universities in establishing Business Incubation Centres (BICs) to link training, research and commerce. He serves on the Boards of Uganda Energy Credit Capitalization Company Limited, Public Private Partnership (PPP) Committee and St. Lawrence Schools and Colleges. Mr. Kisirinya holds a Master of Business Administration (MBA)-University of Nicosia, Cyprus; is a Member; Institute of Certified Public Accountants of Kenya (ICPAK) and holds a Bachelor of Science/Education (Hons), from Makerere University. He is a Certified Balanced Score Card Professional and is also completed the Financing for Development Course offered by the World Bank’s Open Learning Campus
