Bio
Mr. Alfred Joseph Bogere is a Telecommunications Engineer Profession. He graduated with a first class Bachelor of Science degree in Telecommunications and Electronics Engineering, from the University of Pinar Del Rio, Republic of Cuba. He also possesses a Master of Science degree in Datacommunications and Software Engineering from the University of Makerere, Republic of Uganda. He is currently concluding his dissertation in fulfi l lment of a Master of Business Administratio n degree from the University of Kisubi, Republic of Uganda. Mr. Bogere started his telecommunication career with Uganda telecommunications Limited (UTL), a state owned telecommunications provider where he worked for nine (9) years in various capacities in cluding among others; as a Base Station Subsystems (BSS) Engineer, Wireless Network Engineer, and a Radio Network Planning & Optimization Engineer. He joined the Uganda Communications Commission (the Commission) in May 2017, as a Manager Spectrum Planning and Authorization for three (3) years and currently as a Head Spectrum Management Division. Throughout his career, he has managed to acquaint himself as well as working with various spectrum management tools from both the operator and regulator’s perspe ctive. These included among others; ITU BR software for space services (SAM V.9 ) and the ITU BRBCD software for terrestrial services (TeRaNotices, P1812, P1546 ). Others include RAMDA (A&D/Onpoom), GEW, WRAP, TCI Scorpio for radio network monitoring, MapI nfo for wireless network planning, TEMs for Mobile Network Data Collection and Analysis, Atoll for coverage and capacity planning of GSM, CDMA2000, UMTS/3G/HSPA, EVDO/EVDV planning, M2000 for traffic statistics collection, Radio Network Dimensioning planning, M2000 for traffic statistics collection, Radio Network Dimensioning (RND) (RND) tool from Huawei for UMTS/3G/HSPA coverage and capacity planning, tool from Huawei for UMTS/3G/HSPA coverage and capacity planning, Microsoft Excel Microsoft Excel –– traffic statistics analysis, coverage planning, capacity planning, traffic statistics analysis, coverage planning, capacity planning, PN resource planning, Programming in C, C++, Delphi, Network Simulator NS2 PN resource planning, Programming in C, C++, Delphi, Network Simulator NS2 and MATLAB.and MATLAB.
